Now that we have Republican Governor in Trenton, what does that mean for rental housing policy? Is divided government a roadblock or is progress actually being made? What about news from Capital Hill? Are there issues in Congress we should keep an eye on? Conor G. Fennessy serves as the Vice President of Government Affairs for the New Jersey Apartment Association. He regularly testifies before the state Legislature on issues affecting housing policy in our state, coordinates NJAA’s grassroots Legislative Site Visit program, and manages the Apartment Association’s Political Action Committee (NJAA PAC). Conor has also participated in various panel discussions on housing, land use, and economic development policy issues before the US Environmental Protection Agency, NJ State League of Municipalities Conference, New Jersey Future’s Annual Redevelopment Conference, the American Planning Association – NJ Chapter’s Annual Planning Conference, the NJ Attorney General’s Office/Division on Civil Rights Fair Housing Conference, as well as NJAA’s Annual Conference & Expo. Before joining the NJAA in 2003, Conor worked in politics and government for over a decade. He spent two years in Washington, DC, as a legislative assistant on Capitol Hill, and since returning to New Jersey in 1997 has worked for two Governors, an Assembly Speaker, and two Senate Presidents. His most recent service in the Governor’s Office was as a senior staff member to Governor Donald DiFrancesco.

Nicholas Kikis, Director of Regulatory Affairs & Research, oversees NJAA’s regulatory agenda, and regularly liaisons with state regulators and policymakers to advance the interests of the state’s multi-family housing industry. Consistent with this responsibility, Nicholas reviews the New Jersey Register to stay informed of pending regulations, and prepares comments for submission on regulations of interest to the industry. In addition to his regulatory duties, Nicholas handles the association’s policy research and prepares Fast Facts.

James N. Arbury is Senior Vice President for Government Affairs, with responsibility for implementing strategy for all legislative and regulatory issues of interest to the National Multi Housing Council and National Apartment Association Joint Legislative Program. For 10 years previous to his present position he served as Vice President of Tax and Telecommunications, with principal responsibility for federal tax issues and federal and state telecommunications regulation.  A member of the U.S. Senate staff for 13 years, Jim served as Administrative Assistant to U.S. Senator Donald W. Riegle, Jr., former Chairman of the Senate Committee on Banking, Housing, and Urban Affairs and member of the Senate Finance Committee.  Jim subsequently served as Senior Policy Advisor to the U.S. Senator with special emphasis on tax issues.  Prior to his work on Capitol Hill, he held various financial management and general management positions in private industry with Ernst & Young, Chrysler Corporation, Accuray Corp., Brand-Rex Wire & Cable, and Ensign-Bickford Company.  He has a Bachelor of Arts degree from Michigan State University, a Masters of Business Administration degree from the Harvard Graduate School of Business Administration, and is a Certified Public Accountant.
