New Lead Regulations Taking Effect: Are You Ready to Comply?

On April 22, the federal “Renovation, Repair, and Painting (RRP) Rule", will be law. These regulations are in addition to other requirements already imposed by the New Jersey Department of Community Affairs (DCA), the U.S. Department of Housing and Urban Development (HUD), the U.S. Environmental Protection Agency (EPA), and the Occupational Safety and Health Administration (OSHA).  This seminar will provide an overview of the new RRP regulations, outline the differences between DCA, HUD, and the new rules, and discuss best practices for complying with each.  Attendees will have an opportunity to learn tips for staying in compliance with an ever growing set of federal, state, and local lead-based paint regulations.

Mary Ann Hallenborg, Esq., is an Assistant Teaching Professor at Drexel University’s Goodwin College of Professional Studies, and instructs students in the B.S. and M.S. Property Management programs.   She is a former adjunct faculty member at the New York University Schack Institute of Real Estate. Prior to joining Drexel in 2009, Mary Ann practiced real estate and construction law in New Jersey and New York for nearly twenty years, representing real estate developers, landlords, and public contractors before a variety of tribunals. She is also on the New Jersey Superior Court Roster of Civil Mediators. Mary Ann has published books, authored chapters, and written numerous articles on real estate topics, and has served as a source on real estate issues for the New York Times, the New York Daily News, and other media.  She is pleased to be a member of the New Jersey Apartment Association.      

Lee Wasserman is the President of LEW Corporation, a full service environmental testing and consulting company specializing in lead, asbestos, radon, underground storage tanks, in-door air, mold and phase I and phase II environmental site assessments. LEW Corporation is one of the oldest and most experienced lead testing companies in the metropolitan Northeast. LEW Corporation began its environmental testing and consulting operations in 1991 and has been recognized as an industry leader in the environmental field ever since.


Nicholas Kikis
, Director of Regulatory Affairs & Research, oversees NJAA’s regulatory agenda, and regularly liaisons with state regulators and policymakers to advance the interests of the state’s multi-family housing industry. Consistent with this responsibility, Nicholas reviews the New Jersey Register to stay informed of pending regulations, and prepares comments for submission on regulations of interest to the industry. In addition to his regulatory duties, Nicholas handles the association’s policy research and prepares Fast Facts.
